General Deliverables:
  • The designated Chief Engineer (R&B) & Managing Director, APRDC is Head of the Department for APRDC and responsible for overall implementation of the schemes under Road Network.
  • Head of Department will also act as liaison between the Govt. and the Corporation to get the necessary sanctions and clearances from Govt.
  • Before taking up any component of work, detailed Engineering Feasibility Studies will be done through outsourcing/consultancy services.
  • Corporation will be responsible for the Maintenance & Management of Core Network Roads.

Achievements of APRDC (After implementation of APSHP) :
Implementation of APSHP (World Bank Aid)
  • 1400 kms improved under Widening and Strengthening component.
  • 1734 kms improved under Heavy Periodic Maintenance.
  • 1162 kms implemented under Pilot performance Based Maintenance Contracts in 4 Districts of Kurnool, Nalgonda, Chittoor and Guntur.
14 Nos. of ROBs were constructed to remove the congestion of these roads.

Implementation of APERP (World Bank Aid)

  • 1818 Km improved to reduce the backlog in maintenance of primary Core net works roads.

Implementation of various BOT Projects

  • 16 Projects completed comprises 12 Nos. of Bridges and 4 Bye-passes
  • 13 Projects under pipeline (initiated and under processing with GOAP support for subsidy
The poor condition of core network roads have been brought down from 70% to 28% under APSHP project implementation there by the overall travel time was reduced by 30% to 50%. The average travel speed has gone up to 60 – 70 Kms per hour from the earlier 30 – 35 Kms per hour. The traffic on these roads is increased from 150% to 250%. The average traffic growth is 20% per annum much above the appraisal estimates of 7% to 8%.

Processing of Tenders

The Govt. vide G.O. Ms No. 270 Dt: 29.12.2006 have constituted the following two committees for finalisation of procurement related issues of all works, goods and consultancy services which are out side the purview of e-Procurement at present & beyond powers of Chief Engineer (R&B) & Managing Director, APRDC.

i) Technical Evaluation committee

Consisting of the following members shall finalise the activities like (i) Approval of RFQ Document: (ii) Approval of pre-qualification of tenders/short-listing of tenders and (iii) Any other activity of specific importance involving any new concept above Rs. 3.00 Cr.

1. Advisor Quality Control for R&B and Director General, NAC

2. Engineer - in - Chief (R&B) Roads Member
3. CE (R&B) & MD, APRDC Member/Convener
4. Deputy Financial Advisor Fin. (PMU) Member

ii) Financial Evaluation Committee

Financial Management

Funds Flow:

  • Through budgetary allocation from Government of Andhra Pradesh
  • Loan assistance from International funding Agencies. Loan assistance is available from ADB, World Bank & JBIC and other overseas agencies.
  • Private sector participation
Some projects are offered in Built operate and transfer basis with involvement private sector agencies with concession period up to 30 years and the road being transferred to APRDC after the concession period variant models like Annuity, DBFO also are tried for better leveraging of funds.

Through Budgetary Allocation to APRDC for Govt. of Andhra Pradesh
  • The Govt. have provided an amount of Rs. 175.00 Cr. in the budget 2007-08 for the works under AP Road Sector Project under the following Head of Account .

    7075            Loan for other transport Services.
    SH 04          Loans to APRDC

  • For maintenance of Core Net roads, the Govt. of Andhra Pradesh allocated. in the budget estimate for the year 2007-08 have provided an amount of Rs. 100.00 Cr under the non-plan Head of Account 3054 SH(18).

  • Various works are being taken up on BOT, BOT Annuity pattern, for which Govt. have provided grant for Land Acquisition.
